Billy Blackmon

VP Operations

Billy Blackmon is a highly skilled and accomplished 360-degree professional with over 40 years of executive military and civilian experience in Leadership and Management, Program/Project Management, Human Resources, and Training and Development. During his 28-year military career, he quickly rose from the grade of Private to Command Sergeant Major (CSM) and served in a variety of key leadership and staff positions, both stateside and overseas. Two key final assignments include the Adjutant General (AG) Corps and School CSM, responsible for all areas of Human Capital Management and institutional training across three Army components (Active, Reserve, and National Guard) totaling 35K Soldiers; and the Soldier Support Institute CSM, responsible for providing comprehensive training and education to Human Resources Professionals, Financial Management and Comptrollers, Musicians, Recruiting & Retention Professionals, and Postal Operations, totaling over 65K Soldiers. He also served in combat with the 75th Ranger Regiment during Operation “Just Cause” in Panama. 

From 2010 to 2014, he worked in Afghanistan as a contracted Senior Military Advisor under the Combined Security Transition Command – Afghanistan (CSTC-A) assisting with the development, reformation, and implementation of the Afghanistan National Army’s personnel and accountability structure and systems. Upon returning stateside, he worked at the AG School as a contractor, leading and supporting Human Resources transformation initiatives and leading the institutional implementation of the new Human Resources Information System called, Integrated Personnel and Pay Systems – Army (IPPS-A). He is recognized as a hands-on, strategic and critical thinker who analyzes complex and challenging business problems, formulates actionable and cost-effective plans and procedures, then implements them to drive desired-sustainable results.

Billy holds two Master of Arts Degrees from Webster’s University, Management and Leadership (2010), and Human Resources Management (2016). His certifications include the Project Management Professional (PMP) in 2018, the Senior Professional in Human Resources (SPHR) and (PHR) in 2019 and Lean Six Sigma “Green Belt” certificate in 2020. Significant honors include induction into the AG Distinguished Members of the Corps in 2011 and the AG Corps Hall of Fame in 2015.
